How Fuel Prices Are Set In Pakistan
OGRA continuously monitors global crude oil prices (Brent & WTI benchmarks) to calculate the ex-refinery price base whenever a revision is being considered.
Since crude oil is priced in US Dollars, the prevailing USD to PKR exchange rate directly impacts the cost at which Pakistan imports petroleum.
General Sales Tax (GST) and the Petroleum Development Levy (PDL) are added by the Federal Government. These levies are a major component of the final pump price.
The Federal Cabinet approves the final prices and issues an official SRO notification. New prices take immediate effect at all petrol stations nationwide upon announcement — which can occur on any date.
